I know the FSF likes to distribute manuals in texinfo. But I don't know texinfo, I do know HTML, and I figure it's more important to get it documented than to worry about the format.
My intention is to keep the HTML presentation-free, so that I can convert it to XML later and write an XML-to-texinfo convertor (based on doxml, of course :-).
